Street homelessness is the most extreme form of housing exclusion. Nobody should be sleeping on the street. The European End Street Homelessness Campaign wants to stop managing street homelessness and start ending it.

But what could an end to homelessness actually look like in practice? Ending homelessness is defined as a state where homelessness is prevented and, if it occurs, it is rare, brief and non-recurring.

This campaign works differently to involve whole communities in ending street homelessness locally in their city. We work with NGOs across 10 European cities, sharing best practice, setting measurable targets and promoting access to permanent housing solutions.

We believe in Housing First and housing-led solutions that offer a permanent home, with extra support if needed. We are committed to being a genuinely pan-European programme, working in countries and communities where solutions have been found but also where the housing need is greatest.

World Habitat co-ordinates the campaign and offers support to cities involved.
